Reduced attention and effectiveness caused by repeated, noisy, duplicate, or non-actionable alerts. The damage is cumulative rather than dramatic: responders begin to triage by pattern recognition instead of by evidence, and the one page that genuinely needed a fast decision arrives inside a stream that has taught everyone to wait.
In practice
A team receives the same flapping health-check alert eleven times a week. When the underlying service actually fails, the page is dismissed for four minutes because it looks identical to the noise.
